中国移民管理局最新发布 Citizens urged not to leave China unless necessary

5月23日，国务院联防联控机制召开新闻发布会，提醒有相关出境计划的人员充分考虑疫情期间国际旅行的较高风险和不确定性，尽量做到非必要非紧急不出境。移民管理机构将及时审批出入境证件，并坚决打击违法犯罪，维护正常出入境秩序。

The National Immigration Administration on May 23 advised citizens not to leave the country unless necessary while also promising to ensure the timely processing and approval of documents needed for immigration, and to further crackdown on immigration related crimes.

国家移民管理局边防检查管理司司长刘海涛表示，当前的疫情仍处于全球大流行阶段，病毒不断变异，输入病例较多，国际旅行的风险依然较高。

Liu Haitao, head of the NIA's department of frontier inspection and management, said as the novel coronavirus continues to mutate, the number of imported cases is still high, as is the risk of international travel.

目前组团出国旅游活动仍然暂停，也不鼓励个人出国旅游观光、访朋探友。移民局提醒有相关出境计划的人员充分考虑疫情期间国际旅行的较高风险和不确定性，尽量做到非必要非紧急不出境。

Currently, group overseas tours are still suspended, and individual tours abroad are discouraged. People who have overseas travel plans need to take into full account the risks and uncertainties of doing so and avoid leaving China unless necessary, he said.

刘海涛表示，根据移民局的部署要求，各级移民管理机构将继续积极保障服务境内外企业、中外人员复工复产的需要和其它合理的出入境需求。

Liu said immigration authorities will continue to provide services to domestic and foreign companies and workers to help facilitate the resumption of work and production, as well as other reasonable demands for entry and exit.

对出国境参加防疫抗疫、医疗救助、运送救灾物资、运输生产生活物资；参与重点工程项目及有组织劳务派遣、就业；从事商务、科研、留学、考试、学术交流活动；就医、照顾探望危重病人、处理亲属丧事、照护老人儿童孕产妇、参加亲属婚礼毕业礼、家庭团聚、处理境外突发紧急情况等必要事由以及其他处理紧急个人事务的，移民管理机构将及时审批出入境证件，对情况特别紧急的，还将提供“绿色通道”的便利。

Immigration authorities will process documents in a timely manner for those who need to go abroad for: epidemic prevention and control work; medical treatment; delivery of relief supplies or production and living materials; participation in key engineering projects or organized labor groups; business purposes; scientific research purposes; or academic purposes, Liu said. Speedy processing will also be conducted for those who need to travel overseas for family-related reasons, including those who need to: look after or visit relatives dealing with severe health conditions; handle relatives' funerals; help take care of seniors, children or pregnant women or new mothers, attend relatives' weddings and graduations; or attend family reunions. Green channels will be provided for especially urgent cases.

刘海涛表示，移民管理机构将继续强化安全风险提示，依法加强出入境管理。对申请前往战乱动荡、局势紧张、治安不靖等国家和地区的，加强提醒劝导，建议暂不出境。

NIA will continue to issue risk alerts and strengthen entry and exit management. Those who want to travel to nations or regions dealing with war or instability are advised to not leave China at this time, Liu said.

对持用伪假、骗取等无效证件的，依法阻止出境并按规定处理。对涉嫌出境从事电诈、赌博以及涉毒、涉黑等活动的，依法深入调查，坚决打击跨境违法犯罪，保障公民人身财产安全，维护正常出入境秩序。

Furthermore, the administration will intensify its crackdown on related crimes, such as the use of fraudulent documents." People who hold fake or other invalid documents will be prevented from leaving China and dealt with according to law," he said. "In-depth investigations will be conducted on suspected overseas crimes such as telecom fraud, cross-border gambling, drug-related crimes and organized crimes to safeguard citizens' safety and maintain order at entry and exit ports," he said.
